新版 CLARITY Act 草案新增内幕交易条款并在多个关键章节进行调整
ChainCatcher 消息，美国参议院银行委员会公布自今年 1 月以来首份更新版《CLARITY Act》完整草案。新版草案在多个关键章节进行了重大调整，其中包括：对第一章有关定义、美国证券交易委员会（SEC）权限等内容进行大幅重写；新增第 109 条内幕交易条款；第二章将“共同控制”更新为“协调控制”；重写第 301 条以进一步明确 DeFi 与 CeFi 的监管边界；更新第 404 条并纳入 Tillis 与 Alsobrooks 的妥协方案；调整第 505 条，缩小 SEC 在代币化领域权限限制的范围；重构第 701 及 702 条的破产与资不抵债框架。此外，第 904 条为新增内容，即“Build Now Act”。
Alex Thorn 还指出，第 604 条中《Blockchain Regulatory Certainty Act》针对开发者的保护条款基本保持完整，仅进行了小幅修改，未削弱其核心保护内容。
