Circle发布Arc白皮书：推出“经济操作系统”Layer1，ARC为原生协调资产
Odaily星球日报讯 Circle 发布最新白皮书《ARC: The Native Asset of the Economic OS》，正式提出名为“Arc”的公共 Layer1 区块链，定位为互联网“经济操作系统（Economic OS）”，旨在统一稳定币、代币化资产与全球链上市场的底层基础设施。
Arc 将提供确定性结算、稳定币计价 Gas 费、可配置隐私及机构级验证者机制，并通过 USDC 跨链、支付网络与开发工具形成完整技术栈。官方披露，Arc 测试网自 2025 年 10 月上线以来已处理超过 2.44 亿笔交易，主网计划于 2026 年夏季推出。
白皮书重点引入原生代币 ARC，其被定义为网络“协调资产”，承担质押、治理、手续费分配及生态激励等功能。ARC 将通过质押机制参与网络安全，并以手续费转化+销毁机制驱动长期供需模型。
经济设计方面，ARC 初始总量为 100 亿枚，采用 2%–3%起始通胀率逐步下降的模型，并计划在长期实现“费用销毁抵消发行”的通缩平衡。所有链上手续费将被统一转换为 ARC，在验证者与质押者之间分配，并部分销毁。
治理层面，ARC 持有者将参与关键经济参数（手续费、通胀、销毁机制等）投票，而 Circle 在早期阶段保留协议开发与合规执行主导权，后续逐步向去中心化治理过渡。
Circle 强调，Arc 的核心目标是建立一个“可编程全球经济层”，使稳定币、金融协议与链上应用在同一结算环境中协同运行，而 ARC 则作为该系统的协调与激励核心。
